தமிழ் பாதுகாப்பு இயக்கம் இலங்கைத் தமிழர்களின் மீதான அடாவடியை நிறுத்தகோரி தொடர் போராட்டம்

தமிழ்க்குடி திரு. இராமதாசு அவர்கள் தலைமையில் சென்னை தி.நகரிலுள்ள பிரிசு பார்க் ஒட்டலில் 13-03-2008 காலை 10.30 மணிக்கு, “ஈழத்தமிழர் பிரச்சனையை, இந்திய அரசுக்கு எவ்வாறு கொண்டு செல்வது” என்பது குறித்த கலந்துரையாடல் நடைபெற்றது. திரு. தொல். திருமாவளவன் மற்றும் பா.ம.க தலைவர் மற்றும் சட்டமன்ற பா.ம.க தலைவர் திரு. கோ.க.மணி முன்னிலை வகித்தனர். இதில் பல்வேறுபட்ட தமிழியக்கங்கள் சார்ந்த தமிழினத் தலைவர்களும், மனித உரிமை காப்பாளர்களும், திரைப்பட துறையினர்களும், ஊடகவியளாலர்களும், எழுத்தாளர்களும் என பலதரப்பட்ட ஈழ ஆர்வலர்கள் பங்கெடுத்தனர்.

முதலில், இலங்கை கூலிப்படையால் கொல்லப்பட்ட தமிழீழ நாடாளுமன்ற உறுப்பினர் மாமனிதர் திரு. சிவநேசன் அவர்களுக்கும் மற்றும் இலங்கை கடற்படையால் கொல்லப்பட்ட தமிழக மீனவர்களுக்கும் இரண்டு நிமிடம் அஞ்சலியுடன் கலந்துரையாடல் தொடங்கியது.

அன்மையில் தமிழீழ விடுதலைப் புலிகள், “மீண்டும் ஒரு வரலாற்றுத் தவறிழைக்க இந்திய அரசு முற்படுகின்றதா?” கேள்வி கேட்டிருந்த அறிக்கையை திரைப்பட இயக்குநர் திரு. சீமான் வாசித்தார். பின்னர் கூட்டத்திற்கு வந்திருந்த தமிழினத் தலைவர்கள் தங்களது கருத்துக்களை தெரிவித்தனர்.

“தமிழகத்தின் மக்கள் எழுர்ச்சியுடன், சென்னையில் ஒரு மாபெரும் பேரணி ஈழத்தமிழர்களுக்கு ஆதரவாய் நடத்தப்பட வேண்டும்” - இராசேந்திர சோழன்.

“இங்குள்ள தமிழ் எழுத்தாளர்கள், திரைப்படத்துறையினர் மற்றும் பிற படித்த மேதைகளுக்கு ஈழத்தமிழர்களின் நிலை குறித்து ஒரு உள்அரங்க கருத்தரங்கம் நடத்தப்பட வேண்டும்” – எழுத்தாளர் செயப்பிரகாசம் (எ) சூரியதீபன்.

“எதிரிகளை நாம் அடக்க வேண்டும்” – திரைப்பட இயக்குநர் திரு. புகழேந்தி.

கடந்த கால் நூற்றாண்டு காலத்துக்கு மேலாக இலங்கையில் தொடங்கிய இனப்பிரச்சினை இன்னும் தீர்ந்தபாடில்லை. சபிக்கப்பட்ட இனமாக அங்கே தமிழினம் இனவெறியின் கோரமுகத்தை தினமும் சந்தித்துக் கொண்டிருக்கிறது. சுமார் 4 தலைமுறைகளை கல்வி இல்லாமல், வேலை வாய்ப்பு இல்லாமல் ஒரு பிரிவினர் ஈழத்தில் வாழ்ந்து கொண்டிருக்கின்றனர். இன்னொரு பிரிவினர் புலம் பெயர்ந்து நாடோடிகளாக வாழ வேண்டிய துர்பாக்கிய நிலைமைக்குத் தள்ளப்பட்டுள்ளனர். உலகம் முழுவதும் இன, மொழி, மத உரிமைகளுக்காகக் போராடும் குழுக்களுக்கு ஆதரவு கரம் நீட்டுபவர்கள் கூட, ஈழத் தமிழர்ப் பிரச்சினையை ஏதோ தீண்டத்தகாத விசயமாகக் கருதி புறக்கணித்து வருகின்றனர். மற்றவர்களுக்கு ஒன்று, ஈழத்தமிழர்களுக்கு ஒன்று என இரட்டை அளவு கோல் முறையை அவர்கள் கடைபிடிப்பது ஒரு புறம் வியப்பாகவும் மறுபுறம் கசப்பாகவும் இருக்கிறது.

இந்த நிலையில் ஈழத் தமிழர்கள் மீதான மும்முனைத் தாக்குதலை இலங்கை இராணுவம் தீவிரமாக்கியுள்ளது. யுத்தத்தில் கடைபிடிக்க வேண்டிய அடிப்படை நியதிகளைக் கூட காற்றில் பறக்க விட்டு, மருத்துவமனைகள், பள்ளிக் கூடங்கள், சிறார் இல்லங்கள், குடியிருப்புகள் என குண்டுவீசி தாக்குதல் நடத்தப்படுகிறது. இந்த பாசிச நடவடிக்களை உலகின் பல்வேறு நாடுகளும் கண்டித்து இலங்கை அரசுக்கு அளித்து வரும் அனைத்து உதவிகளையும் நிறுத்துவதாக எச்சரித்துள்ளனர்.

ஈழத் தமிழர்கள் வேறு நாட்டுக் குடிமக்களாக இருந்தாலும் அவர்கள் தமிழனத்தின் ஒரு அங்கம். இந்தியத் தமிழர்களின் உணர்வுகளோடு இரண்டறக் கலந்தவர்கள். அவர்களுக்கு ஒரு தீங்கு இழைக்கப்பட்டால் அது இங்குள்ளத் தமிழர்களின் உள்ளங்களில் அதிர்வுகள் ஏற்படுத்தும். இதனை யாராலும் மறைத்து விட முடியாது.

அண்மைக்காலத்தில் இந்தியத் தமிழர்களின் உணர்வுகளைப் புண்படுத்தும் வகையில் பல செயல்கள் நடைபெற்று வருகின்றன. இலங்கைத் தமிழர்களின் பிரச்சினைக்கு சுமுகமாகத் தீர்வு காண வேண்டும் என்பது இங்குள்ள தமிழர்களின் எதிர்பார்ப்பு. ஆனால் இந்திய அரசின் நடவடிக்கைகள் தமிழர்களின் எதிர்பார்ப்புகளுக்கு ஏற்ற வகையில் இல்லை என்பதைச் சுட்டிக் காட்டுகிறோம்.

நார்வே நாட்டு அமைதித் தூதுவர்கள் மேற்கொண்ட சமரச பேச்சுவார்த்தையில் இருந்து தன்னிச்சையாக விலகிக் கொண்ட இலங்கை அரசு, இனப் பிரச்சனைக்கு இராணுவ ரீதியிலான தீர்வினைக் காண வேண்டும் என்ற வெறியுடன் ஈழத் தமிழர்கள் மீது மூர்க்கதனமாகத் தாக்குதல் நடத்தி வரும் சூழ்நிலையில் அதற்கு உதவிடும் வகையில் எத்தகைய நடவடிக்கைகளிலும் இந்திய அரசு ஈடுபடக் கூடாது என்பது இங்குள்ள தமிழர்களின் ஏகோபித்த எதிர்பார்ப்பாகும். ஈழத் தமிழர் பிரச்சினைக்கு நியாமான தீர்வு காண்பதற்கு இந்திய அரசே முன்முயற்சி எடுத்து செயல்பட வேண்டும். இந்திய அரசின் நடவடிக்கைகள் ஈழத் தமிழர்களுக்கு ஆராவாக இல்லாவிட்டாலும் அவர்களை அடக்கி ஒடுக்குவதில் முழு மூச்சாக இறங்கியுள்ள இலங்கை அரசுக்கு சாதகமாக அமைந்து விடக் கூடாது. ஆனால் அண்மைக் காலமாக இலங்கை இராணுவத்துக்கு அளித்து வரும் பயிற்சியும், சிறிய இராணுவ தளவாட உதவிகளும் தமிழர்களை அடக்கி ஒடுக்கும் இலங்கை அரசுக்கு ஊக்கத்தை ஏற்படுத்தியிருக்கிறது என்றால் மிகையாகாது. எனவே இலங்கை இராணுவத்துக்கு அளித்து வரும் பயிற்சியையும் உதவிகளையும் இந்திய அரசு நிறுத்திக் கொள்ள வேண்டும் என்று வலியுறுத்திக் கேட்டுக் கொள்கிறோம்.

பல்வேறு நாடுகளில் நடைபெறுவது போல் இலங்கையில் ஏதோ ஒரு யுத்தக் குழுவுக்கம் அரசு படைகளுக்கும் யுத்தம் நடைபெறவில்லை. இங்கே ஒரு இனம் தன்னுடைய அழிவைத் தடுப்பதற்காக களத்தில் நின்ளு போரிட்டுக் கொண்டிருக்கிறது. அதை அடக்கி ஒடுக்கி, அந்த இனைத்தையே இலங்கையின் வரைபடத்தில் இருந்து அகற்றி விடும் முயற்சிகள் மூர்க்கத்தனமாக நடைபெற்று வருகின்றன. இதனை இந்திய அரசு உணர்ந்து தமிழ் இனத்தைக் காக்க உதவிக்கரம் நீட்ட வேண்டும். அப்படி செய்யாவிட்டாலும் பரவாயில்லை, இலங்கையில் தமிழனம் அழிந்து போவதற்கு எந்த வகையில் துணையாக இருந்து விடக் கூடாது என்று வலியுறுத்திக் கேட்டுக் கொள்கிறோம்.

இலங்கைத் தமிழர் பிரச்சனையில் இந்திய அரசின் அணுகுமுறையும், நடவடிக்கைகளும் முற்றிலுமாக மாற வேண்டும். ஈழத் தமிழர்களின் நியாயமான உரிமைகளைக் காத்திடும் வகையில், இந்திய அரசின் நடவடிக்கைகள் இருக்க வேண்டும் என்று வலியுறுத்திக் கேட்டுக் கொள்கிறோம். இதில், தமிழக அரசின் பங்கு மிகவும் முக்கியமானது. கடந்த காலங்களில் மாநில அரசு முன்நின்று மேற்கொண்ட பல்வேறு நடவடிக்கைகள் தான், ஒட்டுமொத்த தமிழகமே இலங்கைத் தமிழர்களுக்கு ஆதரவாக ஒன்றுபட்டு குரல்கொடுப்பதற்கு தூண்டுகோளாக இருந்திருக்கின்றன என்பதை சுட்டிக் காட்டுகிறோம். எனவே, தமிழக அரசு மெத்தனம் காட்டாமல், இலங்கைத் தமிழர்களின் நலன் காக்க, நடுவண் அரசிடம் தக்க விதத்தில் எடுத்துரைக்க வேண்டும். அதற்குத் தமிழக மக்கள் அனைவரும் கருத்து வேறுபாடுகளை ஒதுக்கிவைத்துவிட்டு துணை நிற்க வேண்டும் என்றும் வேண்டிக்கொள்கிறோம்.

இலங்கை இராணுவத்தின் கொட்டம் அவர்களின் நாட்டோடு நின்று விடவில்லை. முன்பெல்லாம் என்றோ ஒருநாள் தமிழக மீனவர்கள் மீது இலங்கைக் கடற்படையினர் தாக்குதல் நடத்துவார்கள். ஆனால் இன்று தாக்குதல் நடைபெறாமல் ஒரு நாள் கூட விடிவதில்லை. அத்துடன் நிற்காமல் மீனவர்களைக் கடத்திச் சென்றும் துன்புறுத்துகிறார்கள். சிறையில் அடைக்கிறார்கள். அந்த குடும்பங்கள் படும்பாடு சொல்லி மாளாது. இதற்கெல்லாம் காரணம் இந்தியாவுக்கு சொந்தமாக இருந்த கச்சத் தீவை இலங்கைக்குத் தாரை வார்த்ததுதான். எனவே தமிழக மீனவர்களுக்கு ஆண்டாண்டு காலமாகச் சொந்தமாக இருந்த கச்சத் தீவை மீண்டும் மீட்பதற்கு உரிய நடவடிக்கைகளை மத்திய அரசு எடுக்க வேண்டும் என்று வலியுறுத்துகிறோம்.

இலங்கை கடற்படையில் இந்த அடாவடி செயல்கள், தெற்காசியப் பிராந்தியத்தில் மிகப் பெரிய சக்தியாக விளங்கும் இந்தியாவுக்கு சாவல் விடும் வகையில் உள்ளன. இந்தியா தொடர்ந்து நிதானம் காப்பது அதனுடைய பெருமைக்கும் பலத்துக்கும் இழுக்காகவே முடியும். இந்த இடத்தில் ஒரு விசயத்தைச் சுட்டிக் காட்ட விரும்புகிறோம். இந்தியாவுக்கும் இதர நாடுகளுக்கும் இடையே ஏற்பட்ட எந்த ஒரு பிரச்சினையிலும் இந்தியாவுக்கு ஆதரவான நிலையை இலங்கை எடுத்ததில்லை என்பதை இந்திய அரசும் இலங்கைப் பிரச்சனையில் அரசுக்கு ஆலோசனை கூறி வரும் ஆலோசகர்களும் நினைவில் நிறுத்திக் கொள்ள வேண்டும். கடந்த காலத்தில் இலங்கை அரசு செயல்பட்ட முறைகளைப் புரிந்து கொண்டாலே, நிகழ்காலத்தில் எந்த நிலைபாட்டை இந்தியா எடுக்க வேண்டும் என்பது தெளிவாகும். IN ENGLISH TRANSLATION :

Sri Lanka's ethnic conflict remains unsolved for the past quarter century. The Tamil people become everyday victims of the cruel face of racism. Sinhala ruling class has denied education or employment to almost four generations of Eelam Tamils, and many are leading unsettled lives as immigrants in foreign countries. The institutions that fight against racial, religious and linguistic discrimination too are staying away from asserting their moral stand on Tamil issue, causing surprise and bitterness to those seeking redress.

In this climate, Sri Lanka Army (SLA) has launched a three-pronged attack on the Tamil people. The SLA and security forces have jettisoned basic ethics of warfare and are dropping bombs on schools, orphanages and residential areas. The international community has condemned these incidents and have threatened to stop aid to Sri Lanka.

The people of Tamil Eelam are a part of the Tamil-speaking world. They have a special place in the heart of Indian Tamils. If any harm befalls them, Tamils in Tamil Nadu will not stay silent; no one can hide this truth.

In recent days, several acts which hurt the sentiments of the Indian Tamils have taken place. The Tamils here expect an amicable solution to the problems of the Sri Lankan Tamils. But, the Indian Government has not lived up to the expectations of our people.

The Sri Lankan Government, which unilaterally withdrew from the Norway mediated Cease Fire Agreement, has been pressing for a military solution to the ethnic crisis, and has unleashed brutal attacks on the Tamil people of Eelam. In this circumstance, the unanimous expectation of all Indian Tamils is that the Indian Government should not support the Sri Lankan Government instead, we expect our Government to take initiatives to find a just solution to the problems faced by Eelam Tamils.

Recently, India has given training to the Sri Lankan military, and this has encouraged the Sri Lankan Government to intensify the war on the Tamil people. We urge the Indian Government to stop all military aid to the Sri Lankan Government.

Unlike in many other conflicts, in Sri Lanka, a group has taken up arms to defend its people from genocide. Sri Lankan state has embarked on a focused effort to crush the struggle and to erase the Tamil people from the map of Sri Lanka. The Indian Government should recognize this and work towards saving the Tamil people. It should not be seen as collaborating in Sri Lanka's genocide of Tamils.

We demand that the Indian Government radically change its approach and actions in the Sri Lankan Tamils issue. We request the Indian Government to modify its strategies in order to safeguard the just rights of the Lankan Tamils. The role of the Tamil Nadu Government in this regard is extremely important.

We wish to point out that in the past, State government has spearheaded several initiatives which brought together entire Tamil Nadu people to speak in unison in support of the Tamils of Eelam. Tamil Nadu government without remaining silent must assert its influence in the Centre and shape its policy towards protecting Tamils in Tamileelam. We also request the people of Tamil Nadu to set aside their individual differences and to unite for this cause.

The belligerence of Sri Lanka Navy (SLN) is not confined to Tamileelam. SLN attacks on the Tamil Nadu fishermen have been escalating at an alarming rate. They abduct our fishermen, they torture them, they arrest them. Our fisher families affected by SLN aggression are undergoing severe hardships. Kachchatheevu which was gifted to Sri Lanka by India, is central to the travails faced by Tamil Nadu fishermen. We urge the Central Government to take steps to take control of Kachchatheevu which traditionally belonged to the Tamil Nadu fishermen.

India should assert its supremacy as a regional super power by confronting any challenge from the Sri Lanka Navy in the Indian ocean and Palk straits. India cannot remain mute.

We would also like to point out that Sri Lanka has never taken a pro-India stance in issues important to India in international arena. The Indian Government, advisors and diplomatic staff must be cognizant of Sri Lanka's past diplomatic record. Past behavior is an accurate predictor of future behavior of the Sri Lanka Government. Stop Indian military aid to Sri Lanka: Tamil Nadu leaders [TIS]

New Delhi unabashedly rolling the red carpet to Sri Lankan military chief Lt Gen Sarath Fonseka has caused a furore among Tamil Nadu politicians who have urged the Indian Central Government to stop all military aid to the genocidal government of Sri Lanka. Paddali Makkal Kadchi (PMK, Toilers' Party) founder-leader S Ramadoss and Viduthalai Chiruththaikal Kadchi (VCK, Liberation Panthers Party) President Thol Thirumavalavan accused the Central Government of sabotaging Tamil aspirations on the Sri Lankan issue by lending support to the military-backed genocide of the Eelam Tamils.

In a joint statement issued on Thursday following three-hour consultations on the Sri Lankan issue at a hotel in Chennai, Ramadoss and Thirumavalavan demanded "an immediate halt to all Indian military aid to the Sinhalese chauvinist regime in Sri Lanka which has directed its entire strength in a barbaric manner against the Tamil people". They have also planned to stage a demonstration against the Indian support to Sri Lankan military.

They pointed out that while the people of Tamil Nadu wanted their Tamil-speaking brethren to live in peace in Sri Lanka, the activities of the Indian Government were totally in violation of these expectations. Both the leaders urged an immediate change in New Delhi's external affairs policy and asked the Tamil Nadu Government to lead the Centre in the right direction in order to protect the lives of the Tamil people in Sri Lanka.

Ramadoss said that both the parties would raise this issue in the forthcoming budget session of the Legislative Assembly.

Thirumavalavan pointed out that the Lankan navy was mercilessly killing innocent Indian Tamil fishermen and in order to effectively combat this menace, he urged the Central Government to immediately reclaim Kachchatheevu. The VCK leader also demanded that the Sri Lankan High Commission office should not remain in Tamil Nadu any longer.

The leaders maintained that they were prepared to sacrifice for the sake of this issue and called for the consolidation of all Eelam supporters in Tamil Nadu under an umbrella organization. [THE END]
